When to call
Germany is 6 hours ahead of US Eastern time for almost the whole year. The exception is two or three weeks each spring and autumn, when the two sides change their clocks on different Sundays and the gap is briefly 5 or 7. A German office that closes at 5pm has closed by 11am in New York, so this is a morning call from the US.
The biggest Western European corridor, and a landline one: a Finanzamt, a bank branch, a pension office, a doctor's practice or a parent's home phone, most of which keep office hours and answer with a menu in German before a person does.
