Spain is 6 hours ahead of US Eastern time for most of the year, briefly 5 or 7 in the spring and autumn weeks when the two change clocks on different Sundays. Spanish offices open late and break for lunch from about 2 to 4, so the reliable window from New York is early morning, before 8.
Family, a bank, the town hall, a property manager, or the consulate. Spain still answers on landlines at home and in offices, and a Spanish office's hours are later than an American one's on both ends.
