Why do some Brazil numbers cost more than others?

Brazil numbers are not all priced the same, because the networks that terminate them do not cost the same. On our published card the dearest band runs about 2.8 times the cheapest, $0.25 against $0.09 per minute. Services that ask you to choose "mobile or landline" for a foreign number quote one of those two prices and are simply wrong when the guess is wrong.
